En 1993, a pétition de la Commission Européenne, 14 organisations travaillant dans le domaine des drogues ont fondé la Coalition Européenne pour des politiques justes et efficaces en matière de drogues. Après deux décennies, Encod est devenue une plate-forme de 150 membres, organisations, entreprises et citoyens qui veulent mettre un terme à la guerre aux drogues. Au travers d’un lobby politique, d’actions et d’information nous avons porté notre voix devant les Nations Unies, l’Union Européenne ainsi qu’au niveau local et national.

Nous sommes la section européenne d’une Coalition Internationale qui regroupe plus de 500 ONGs de tout le monde qui ont adheré a une Manifeste pour une Politique des Drogues Juste et Efficace (établie en 1998).

Entre nos membres il y a des organisations de consommateurs de cannabis et autres drogues, de travailleurs de santé, réchercheurs, activistes de base et entrepreneurs. Voir la liste des membres.

Short description: ENCOD is a platform founded in 1993 by European citizens affected and/or concerned by the current international war on drugs. ENCOD members unite representatives of drug consumers, their relatives, health workers, experts, entrepreneurs and activists from the whole of Europe. The association has the following objectives:
1. To improve understanding in Europe of the causes and effects of drugproduction, trafficking and consumption and of drug control policies ;
2. To contribute to the elaboration of just and effective drug control policies by European authorities, which include an integrated solution for all problems related to the global drugs phenomenon (production, trafficking and consumption). This solution should take into account above all the interests of the sectors most affected by these problems, both in the North and in the South.
3. To coordinate these activities and promote dialogue and collaboration between European and nonEuropean
NGO?s and those in developing countries.
Almost 15 years after our creation, ENCOD has become a wide platform of citizens (160 members in 24 different countries) with a clear message to policy makers. We are regularly consulted by members of the European Parliament and of national governments on drug policy issues and we are one of the 26 organisations participating in the Civil Society Forum on Drugs of the European Union. Other achievements are our transparency and credibility,
our independence from financial donnors (we don't depend of governmental grants) and our knowledge of the situation at the front line of the drugs issue in Europe.
