Non-Profit Partnership “ESVERO” — is a non-commercial partnership with the main mission Reduction of adverse consequences related to the use of psychoactive substances for the people affected by this problem, and as a result, promotion of public health and socio-economic well-being of the population of Russia. Promotion of civil society and human rights, advocacy, and provision of technical support for harm reduction service providers are core aspects of ESVERO’s work.
ESVERO was founded in December 2003 (legally registered in February 2004) by representatives of harm reduction organizations in Russia. It’s a grass-root national network which is governed and supported by local specialists and activists. Today it officially unites 26 organizations and 17 individuals working in the sphere of harm reduction in Russia and maintains informational and working links with over 50 organizations working in the area of HIV and drugs in Russia, including specialists, service providers, activists, affected communities etc. The main directions of ESVERO work – financial support, capacity building and technical assistance to of harm reduction services in Russia, information exchange and networking, community development, research and advocacy.
In August, 2006 ESVERO has signed a contract with the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) as a principal recipient for implementation of a national project “Scaling up access to HIV prevention and treatment by strengthening HIV services for injecting drug users in the Russian Federation” with the main aim to enhance coverage and quality of HIV services for IDUs in 33 Russian cities. With the support of Ford Foundation and Open Society Institute (OSI), ESVERO managed to improve its capacities and prepare for the project implementation and in September the project has been successfully rolled out and by the end of year 1 it reached the intended implementation level.
ESVERO is now established as a highly credible NGO uniquely positioned to increase awareness and mobilize positive action among Russian authorities and society in general. ESVERO representatives hold regular meetings with key stakeholders in Russia, including UNAIDS, UNODC, the World Health Organization, and Federal Service of Human Welfare (responsible for HIV/AIDS program). The ESVERO participates in the Expanded UN Theme Group on HIV/AIDS in Russia (EUNTG), is a member of Country Coordinating Mechanism (CCM) and in the Russian National Forum of HIV/AIDS-service NGOs.
ESVERO is also a credible and respected organization on the international level. ESVERO members represent the interests of our country and region in various important international bodies such as Program Coordinating Board of UNAIDS, European Commission Civil Society Forum on HIV/AIDS.
Many donor organizations have made significant financial and human resources investments in the ESVERO to date. Since 2004 up to 2007, contributions included 3.128.745 Euro from The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), $1.257.838 from Aids Foundation East-West (within Globus project), $411.000 from Ford Foundation, over $400.000 from OSI, $309.724 from ICASO. Other donors included UNDP, Open Health Institute, MacFarlane Burnet Institute and Russian Health Care Foundation.
Through the local harm reduction programs, ESVERO has access to thousands of injecting drug users (IDUs) and hundreds of health professionals, human rights activists and young community leaders. The voices of this diverse group, especially IDUs, are typically unheard by the Russian government and public. These are the most stigmatized and powerless groups of the Russian society. As such they have limited, if any, access to official decision-making mechanisms responsible for public policy. Advocacy and public policy campaigns, building on the experiences of existing harm reduction programs and coordinated by a network with a strong central office, provided the best opportunities to involve these populations in the process of successfully securing their basic rights.
